Only plastic cover comes off when removing a jumper.

Answer:

Ensure that the portion not removed is actually part of the jumper by looking within the jumper. If the jumper does not have anything within the plastic casing, it is a good possibility that it is part of the jumper. Next, examine the portion on the jumper pins and verify it is not corroded and that it can be removed. If everything looks ok, attempt to grasp this portion of the connector and attempt to remove it. If this piece does not seem to be moving with a little force, it is recommend you take the computer into a computer shop or repair center and/or replace the board or device the jumper is on.

Note: If you are able to remove this portion of the jumper discard of the bad jumper and its connector and purchase a new set of jumpers to prevent any additional issues.
