Boy George is a famous British pop singer from the 80s. He is gay. He has been found guilty of false imprisonment following an evening during which he tied up a male prostitute. The judge has warned that he may be sent to prison. In British slang, "going down" has several meanings. One is "going to prison", and the other is something rude which I shall not explain. Hence the joke.

When Elton John had a hit in the 80s or 90s (I forget exactly) with a certain song, the Guardian (newspaper), on its TV listings page had this: 7:30 PM - Top Of The Pops - Elton John performs "Don't Let The Sun Go Down On Me". They added: "Why not? Everybody else has."

Last I remember George was sweeping streets over here as a penance for something. 

I also seem to recall not too long ago a pic some paparazzi had taken showing him totally bloated and overweight.

In 2006 he was found guilty of wasting police time by falsely reporting a burglary at his New York apartment.

Cocaine was found in the flat and he was arrested, but the drug charge was dropped and he pleaded guilty to a lesser charge of wasting police time. He was ordered to spend five days sweeping the streets of New York as a punishment.
