How to retrieve a file that has been deleted when the computer shows the wording "This shortcut has been changed or moved. It will no longer work" ?

I never changed or moved the file in question, so I had no choice but to delete the shortcut because of the above warning.

Thank you in advance for your help.

This shortcut has been changed or moved usually indicates the program it was associated has been moved or gone,if not the case go to your program files and find the program (If there) the shortcut was associated with, right-click the EXE file, and create a NEW shortcut.
