video card problem: black and white on tv

hey people. here is the problem if you could please, help me with it..
i had a video card, an external and an old one which i used and it was ok with color and sound and stuff..
now i got a new internal one, and everything is ok, like i connect my xbox and color and sound is fine, but when on tv channels all the time its in black and white (sound regular).. what do you think might be the problem?

is you drivers up to date on your new video card are ..is it connected via a scart lead...to tv...just to clear things up are we talking about a pc or tv....

i mean i have a tv out internal on pc.. and when on tv channels it has no colors.. help :-)

Do you have an LCD monitor or a CRT monitor? Also, do you get an error message and if so, what does it say?
Have you checked to see if you have a compatibility conflict?   ???

LCD monitor, no copatibility conflict, no error message.
Can you tell me any other programs besides Power VCR II to use to watch tv from pc? Pleaasee..
I think the problem is that i have greece in the options to where i am, and it says that in greece the video signal is Secam B, and the fact is that it is not, it is PAL B/G.. I put a country or two with pal B/G but its still black and white though  ???
