Adobe Photoshop currently has no method of changing the default resolution when opening a new file. However, once an image is open, press Ctrl+- (minus) to zoom out or Ctrl++ (plus) to zoom in.

Tip

To zoom to 100% after opening a document press Ctrl+0 (zero) keys to zoom into the full size of the window.
