Photoshop Shear

Photoshop Shear or Shear pulls the pixels along a curve. Define the curve using the square anchor points on the line. Add additional anchor points by clicking the line. Set how to handle the created undefined areas - wrap around or repeat edge pixels.
Shear works on 8 Bit, 16 Bit, 32 Bit, RGB (Red, Green, and Blue), grayscale, CMYK (Cyan, Magenta, Yellow, and Key), and Multichannel images, and Smart Objects. This filter launches another window with options.
Shear is part of Adobe Photoshop's Extended Filters.
