Issue:

Windows 98 hangs when scrolling in Internet Explorer or Outlook Express.

Cause:

This issue can occur when using an ATI 3D Rage II or 3D Rage II Plus video card.

Solution:

The possible solutions are available for users encountering this issue with either the ATI 3D Rage II or the 3D Rage II Plus video card.

First Solution:

Download the latest video drivers for your video card from the ATI web site.

Second Solution:

  1. Click Start / Run and type system.ini and click ok.
  2. Add DevBMP=0 to the [Display] section of the system.ini.
  3. Click File / Exit and save changes and reboot the computer.

Third Solution:

  1. Click Start / Setting / Control Panel / double-click the Systems icon and click the Performance tab.
  2. Click the Graphics button and drag the Hardware acceleration to None.
